Up until yesterday, the vote was 53-36, 7 short from the 60 required to enact the measure. But because those 7 weren't drawn, the piece-of-crap tax breaks are still in place. This is a great example of what our Democracy has become. If you go around the country and ask Americans if the rich should get tax breaks, especially when the poor are suffering with low employment opportunities and the government with high deficits, they will say "yes." Obviously...taxes are the quickest way to get money.
So, if the Public thinks its a good idea, why are members in Congress against it? Simple. Our government is not a democracy anymore--it is a plutocracy (a political system ruled by the wealthy). Don't believe me?Consider the facts.
In the 2008 elections, huge name companies contributed to Obama's cause...many of whom are the few banks still left on Wall St (Obama's Top Contributors, '08). But, is it much of a surprise? No. Because Obama was clearly the popular candidate, they just wanted to get what they wanted once he came to office (they didn't want the workers to rebel) so they did what they do best in these kinds of situations. They threw money at him.
So what ended happening was that many of the same assholes got a free ticket to the White House. Here's a word-for-word analysis of Timothy Geithner's career as the president of the New York Federal Reserve, the vice presidnet of the FOMC, and a member of the Group of Thirty (yes, he held all three positions at the same time):

And so, this continued and other assholes came and went and soon it seemed like all the policies these scumbag capitalists were passing seemed to be coming from Obama. In fact, all the policies Obama wanted to enact (tax cuts for the poor and public healthcare) seemed to be disregarded. Why, because the Bureaucracy, being run by wealthy dumbasses, seemed to become more powerful. And so, November 2010 seemed to dawn on us.
What happened? Well, because of the strong forces in the White House working, not with, but against the President, he was unable to serve the promises he promised. And so the Conservative media cooked up a last supper for poor Americans. It was not, "Oh, sorry...it was our fault. We, the Conservatives Americans, took over your government." No. It was more like.."HAHA, This is all the Liberals' doing. Look, Obama's a socialist even though we blocked all his attempts at saving the country with some good legislation."
And so at the end, the Republicans ended up taking the House. And so, now, even though the Democrats are in the Senate, the Republicans have taken over both the Houses and there is nothing the President of the Free World can do to stop them.
They like to throw around fancy words that have been romanticized by novels and movies. Oh, we are a capitalist society. We are a democracy. But, no, alas! We cannot have the two. A capitalist society cannot coexist with a democratic government. And America has shown its face. The United States is not a democracy anymore. It is a plutocracy. We, the Peasants, are dictated by the Aristocracy, from the Ballot to the Workplace. This is not the land of the free under a Capitalist flag. WORKERS OF THE STATES, UNITE!
